Decalogue for a Sustainable Nutrition in the community


ART. 1 - Scope of the Centre


The Centre's scope is:

a. to promote, carry out and coordinate researches in the field of the Mediterranean food culture and to deepen the comparison with the other worldwide food cultures;
b. to aid the exchange of information among the Institutes and Departments of the University of Rome "La Sapienza", the University of Tuscia (Viterbo), the University of Parma and the University of Las Palmas de Gran Canaria (Spain), in view of a collaboration with other University Institutes or Departments and with Research Centres of Public Bodies, non-profit making Institutions, Cultural Organizations, Consortia and Companies operating in this field, both inside and outside Italy;
c. to arouse initiatives of scientific spreading and interdisciplinary collaboration, both at a national and international level;
d. to encourage international cooperation's agreements with foreign teams operating in the same research field.


ART. 2 - Administration


The administration office of the Centre is at the University of Rome "La Sapienza". The activities of the Centre will be conducted on the basis of the plans and programmes approved by the Scientific Board, as provided for in the following articles 6 and 7. For its own activities the Centre may avail itself of the equipment and the staff put at disposal by the Institutes and Departments of the agreed Universities, according to their exigencies.


ART. 3 - Activities of the Centre


The Centre pursues its scopes:

a. by managing the accomplishment of technological services;
b. by managing the spreading of information;
c. by arranging courses, seminars and conferences;
d. by promoting and coordinating the researchers' activities;
e. by proposing specific projects of basic, applied and aimed research;
f. by promoting the training of researchers in this field.


ART. 4 - External technical collaborations


For the achievement of the above-mentioned activities, the Centre may avail itself of external collaborations, according to the existing law on this subject. The assignments will be allotted and drawn out as provided for by the existing statute of the University - by which the executive office of the Centre is - for what concerns administration, accounting and finance.


ART. 5 - Composition of the Centre


Agreed Universities' professors and researchers who do research into the scientific subjects of food sciences and dietetics' technologies, applied to human nutrition, and into subjects the Centre holds interest in, by the Scientific Board's opinion, can apply to its Director to join CIISCAM. He has to submit this enquiry to the Scientific Board. The resolution expressed by the appointed Body of the applicants' University must be attached to the application.
In case of acceptance, the Rectors of the applicants' Universities shall be given prompt communication.


ART. 6 - Bodies of the Centre


Bodies of the Centre are:

a. the Scientific Board;
b. the Director of the Centre;
c. the Management Board.


ART. 7 - The Scientific Board


The Scientific Board of the Centre consists of:

  • a member appointed by the Rector of every contracting University among the enrolled professors joining the Centre;
  • two members elected, as provided for in the electoral rules, among the professors of the contracting universities joining the Centre and appointed by the Rector of the University they come from.

The Scientific Board has the possibility of co-opting, by a unanimous decision, a member among approved experts operating in the same field of the Centre.
Delegates of the National University Council and of Institutions interested in the activities of the Centre can be invited to attend the Scientific Board's meetings.
The Board remains in office for three years. It internally elects the Director and the Management Board.
General meetings are only valid when at least half of the members attend it. Absents with leave are not counted.
The Scientific Board marks the outline of the Centre's activities, it undertakes all the scientific resolutions, it works out and yearly sends to the relevant Bodies programmes and advisory reports, sorting them out according to seat and to financing source.
It takes any initiative suitable to carry out the purposes of the Centre as provided for in the article 1 of this deed; notably it passes the budgets and the final accounts, it prearranges the internal statute of the Centre and modifies it upon grounded suggestion, with the majority of the two thirds of its members.
The statute itself will be submitted to the deliberative Bodies of the agreed Universities for ratification.
The Scientific Board resolves on any other subject the Director submits to its perusal.
It expresses its approval for the accession of new members' enquiries.


ART. 8 - The Director


The Director fulfils the following functions:

a. he represents the Centre with mandate;
b. he convenes and presides over the Management Board and the Scientific Board;
c. he puts forward the budget and the final accounts to the Scientific Board for its checking and passing;
d. he supervises the general functioning of the Centre and wields all the tasks however related to the Centre.

The Director is elected by the Centre's Scientific Board among full-time full professors of the Board itself and appointed by the Rector of the executive office. If the appointment should regard a professor belonging to another University, this may be done upon permission of the Rector of the University the professor comes from. He remains in office for three years and his appointment can be renewed no more than twice in a row.
The Director appoints a Deputy Director who assists him in the fulfilling of his functions and substitutes for him when absent or hindered. The Deputy Director is chosen among the members of the Management Board.


ART. 9 - The Management Board


The Management Board carries into effect the initiatives resolved by the Scientific Board, it debates and prearranges the budgets and the final accounts and peruses every other subject the Director submits to it.
The Management Board is composed of the Director, who presides over it, and of a member for every agreed University, who is elected by the Scientific Board among the members of the Scientific Board itself.
The Management Board meets at least three times a year upon Director's call. The Director may moreover convene it whenever it is necessary; he has to convene it at the request of more than one-third of its members. General meetings are only valid when at least half of the members plus one attend it. Absents with leave are not counted.


ART. 10 - Functioning of the Centre


The Centre management is regulated by the statute for administration, accounting and finance in force by the University where the executive office of the Centre is.
The Centre's budgets and final accounts shall be passed by the Scientific Board by the 30 November of every year and within 90 days from the date of the end of the fiscal year respectively and they shall be sent to all the Rectors of the agreed Universities.
The scientific work of the Centre will be ruled by specific internal rules which, moreover, will state how to frame the programmes of scientific cooperation by starting from the suggestion of individuals or groups belonging to the Centre.


ART.11 - Financing


The Centre operates through financing coming from:

a. the Universities;
b. the Ministry of University and of Scientific and Technological Research or other relevant Ministries;
c. the Italian National Research Council;
d. research Institutions or EEC- and supranational Bodies through specific national and international agreements;
e. other public or private Institutions operating in the same field of the Centre, through contracts and agreements;
f. contributions aiming at the achievement of the Centre's purposes.

The requests for and the acceptance of every financing shall be passed by the Scientific Board and signed by the Director of the Centre. The management of this financing will be carried out in accordance with the previsions of the statute for administration, accounting and finance which is in force by the executive office of the Centre.
The contracts and agreements provided for by this article will be drawn out in accordance with what is stated in the mentioned statute.


ART. 12 - Movable assets


Movable assets, purchased through funds allotted to the Centre, are listed in an inventory by the executive office of the Centre and assigned to the contracting Universities where they are set in operation or entrusted through a specific resolution of the Scientific Board.
When the Centre comes to an end, the above-said items remain property of the University by which they are in that moment.


ART. 13 - Accession of new members


Other Universities can join the Centre on request to its Director. Upon Scientific Board's approval, the accession of new members will be formalized through supplementary deeds to this agreement.


ART. 14 - Transitional rules


The activity of the Centre will be ruled by a suitable agreement to be drawn out among the Universities founding the Centre. The Centre will be composed of professors and researchers, whose names will be specified in a list, also providing a short scientific sketch of these members, which will be enclosed to the agreement. The Director will take care of periodically updating this list.
In the first quarter of its activity the Scientific Board will be composed of the sole members appointed by the Rectors of the contracting Universities. During this period the Scientific Board will arrange the drafting of the electoral rules and that of the internal working rules of the Centre.
All that is not expressly provided for in the previous articles will be defined by the above-said Statute, which shall be adopted within 60 days from the date of the agreement's drawing out.


ART. 15 - Duration and termination


Starting from the date of the agreement's drawing out among the Universities, the Centre will last for five years.
Through a resolution of the relevant Bodies of the agreed Universities, it will be renewable five years by five years, upon presentation of a report on the results of the scientific activity which has been carried out. Every agreed University can exercise the action of cancellation or termination, by communicating it at least six months before the expiry date by registered mail addressed to the Director of the Centre.
At the end of the agreement the Director of the Centre will present a report on the achieved results to the Rectors of the contracting Universities.
